Why bail, no jail?

It is ridiculous that an offender that has allegedly committed multiple offences to those under the age of 16 should be released under such mediocre terms.
I myself am a 16-year-old girl and I find it incredibly alarming that the police would warrant a bail following these concerning incidences – a high school teacher, no less.
More extensive measures should be conducted surrounding the cases of high school staff, and allowing immediate release following an arrest is certainly not a substantial method.
