Bad dogs, bad owners

Re: “Higher fines for bad dogs,” The Leader, Nov. 13.

I have lived in Surrey for the past 13 years and counting. I have encountered a number of bad dog owners, so I differ with the opinion of “bad dog” syndrome. Is everyone forgetting about the owner?

These animals are victims of the training they get from their owners, or lack thereof. Please remember this when deciding on which behaviour needs to be modified.

Have the owner adjust themselves accordingly. A dog owner should have to go to doggie school with pet in hand.
