Come clean about coal dock idea

If Fraser Surrey Docks is approved to install a coal dock to transport up to eight million tonnes of U.S. thermal coal annually, barges will transport the coal to the Lafarge dock on Texada Island.

I have heard that these are the same barges used by Lafarge to transport limestone from Texada to their plant on the Fraser River.

My question is, if this is correct, will the barges be cleaned after each delivery and what will happen to the effluent?
